There are some fathers that ought to feel deep shame for what they allow their young daughters to wear. The same is true for some mothers.

Tell me about it. I once took an American priest, now deceased, who was visiting England, to the Shrine of Our Lady of Walsingham (Norfolk, England). This was a priest who had worked in the Brooklyn, Bronx and Queens area in the USA, and had dealt with AIDS patients and all sorts, and had certainly had to deal with the seamier side of life, but even he was shocked at the dress (or lack of) of the traveller community that he witnessed that weekend. Young men walking into the chapel, shirtless, during Adoration of the Blessed Sacrament, and young women in the chapel wearing (or rather not wearing) clothes which would be considered indecent on a beach by most traditional Catholics. I'm not singling out the traveller community - it happens with others as well - perhaps not to such an extent - but the appalled reaction of that priest (RIP) to what he saw that weekend remains with me.
